Help with the purchase of bicycles

As part of its policy to develop cycling throughout the region, Île-de-France Mobilités is setting up a purchase subsidy for different types of bicycles. Regardless of where you live in Île-de-France, you can benefit from this aid.

Companies with fewer than 50 employees, you will be able to benefit from bicycle leasing assistance from the beginning of 2024. More information to come.

Which bikes are concerned? What are the conditions for benefiting from the aid?

The following bicycles can be the subject of a request for aid from Île-de-France Mobilités:

·       Electrically assisted bicycle (EAB)

·       Folding bike

·       Cargo bike with or without electric assistance (AE)

·       Electrification kit for a professionally installed bike

·       Adapted bicycle¹ for emancipated adults and minors who can justify that they cannot use a conventional bicycle

·       Mechanical bike for 15-25 year olds

Île-de-France Mobilités' participation is 50% of the purchase price of the bike, within the limits of the following ceilings:

·       For an e-bike, folding bike and cargo bike without AE: €400 maximum from September 1, 2023

·       For a cargo bike with AE: 600€ maximum

·       For an electrification kit for a bike installed by a professional: 200€ maximum

·       For an adapted bike: 1200€ maximum

·       For a mechanical bike: €100 maximum

 

Bicycles must comply with the regulations in force². Bicycles can be new or refurbished, as long as they are sold by a professional and not by a private individual.

Which accessories are concerned?

Some accessories are also eligible for the aid, if they are purchased at the same time as the bike. They must appear on the same invoice as that of the bicycle.

For electrically assisted bicycles, cargo bikes, folding bikes, electrification kits and mechanical bikes, these are: basket/panniers, helmet and lock.

For adapted bikes, these are accessories to help with the use or handling of the bike such as: pedal accessories, handlebars, at the level of the transmission allowing the support of a part of the body or safety accessories such as turn signals and mirrors.

Additional aid

This aid is independent of the aid provided by other local authorities in Île-de-France. If such aid exists in your municipality, you can apply for it directly from your municipality.

For adapted bicycles, the Île-de-France Mobilités subsidy is calculated on the amount remaining to be paid, after having benefited from any local aid and reimbursement under the Health Insurance, the Mutuelle or other applicable funds. You must therefore first apply for this aid(s), if they exist, and wait for the result, before applying for aid from Île-de-France Mobilités.

What are the conditions for benefiting from the aid?

To be eligible for assistance with the purchase of a bicycle, you must:

·       Be a natural person

·       Living in Île-de-France

·       Be of legal age (or emancipated minor) for all types of bicycles except mechanical bicycles, for which the subsidy is reserved for 15-25 year olds inclusive

·       Have purchased a bike that complies with the regulations in force: since April 20, 2023 for electrification kits, mechanical bikes and reconditioned bikes AND less than 24 months ago for all types of bikes.

·       Commit not to resell the bike for a period of 3 years

·       Not have received a bicycle purchase subsidy from Île-de-France Mobilités in the last 5 years.

·       Log in to the platform and complete the online application form within 24 months of the date of purchase (written on the invoice).

What steps?

Once your application has been submitted, your application will be studied. During the processing of your application, you will be contacted by email if any information and/or documents are missing or inadmissible. Once your application has been processed, you will receive an email informing you of the decision (approval or rejection). In the event of an agreement, a transfer will be made to your bank account, within a maximum of 4 months after the date of agreement. The aid will be paid within the limit of the annual budget voted by Île-de-France Mobilités.

1) Any adapted bicycle to meet the needs of people with disabilities, reduced mobility or with specificities preventing them from using a standard individual bicycle (mechanical or electrically assisted).

2) Bicycles must comply with the regulations in force, according to which the term "electrically assisted bicycle" is understood within the meaning of European Directive No. 2002/24/EC of 18 March 2002: "pedal-assisted cycle, equipped with an auxiliary electric motor with a maximum continuous nominal power of 0.25 Kilowatts, the power supply of which is gradually reduced and finally interrupted when the vehicle reaches a speed of 25 Km/h, or earlier, if the cyclist stops pedaling". The correspondence in French standard is NF EN 15194 (since May 2009).

Bicycles must also comply with Decree 2016-364 on the prevention of risks resulting from the use of bicycles. The motors must be electromagnetically compatible (Decree No. 2015-1084 of 27 August 2015 on the electromagnetic compatibility of electrical and electronic equipment). The safety of chargers must be ensured (Decree No. 2015-1083 of 27 August 2015 on the provision on the market of electrical equipment intended for use within certain voltage limits).
