Dialogue

As with all the projects carried out by Île-de-France Mobilités, the region's stakeholders are involved in the stages of project development. During the pre-project studies, consultation with the local authorities and project partners will continue, particularly before the public inquiry.

The next step will be the public inquiry

What is it about?

The public inquiry will be organised by the services of the Prefecture of Seine et Marne and, after the examination of the public interest inquiry file for the project, by the Prefecture and by the competent State authorities.

As a regulatory procedure defined by Article L.123-2 of the Environmental Code, before decisions likely to affect the environment as mentioned in Article L. 123-2, the public inquiry aims to:

  • To ensure that the public is informed by presenting the characteristics of the project, the conditions for its integration into its environment, its impacts and the measures to remedy them;
  • To collect the expression of as many people as possible in order to ensure that they are taken into account in the assessment of the project;
  • To make the urban planning documents of the municipalities of the route compatible: this consists of modifying and making the Local Urban Plans consistent with the project declared to be of public utility;
  • Ultimately, allow the observations and proposals received during the inquiry to be taken into consideration by the commission of inquiry and the project owner
  • To allow the competent authorities to declare the project to be in the public interest

Consultation continues

Since the end of the preliminary consultation and during all the preliminary studies of the Schematic and the preparation of the Public Inquiry File, Ile-de-France Mobilité has continued the dialogue with all the partners, local authorities and project owners of other related projects in the territory, through:

  • Sectoral meetings with representatives of the departments of the stakeholders involved in the project to present, share and technically validate the studies on part of the route.
  • Technical committeeswith representatives of the departments of the stakeholders concerned (financiers, Val d'Europe Agglomération, cities concerned, EPA France, Eurodisney, SNCF, etc.) whose purpose is to present, share and technically validate the progress of the studies on the entire route.
  • Monitoring committees whose purpose is to validate, with the elected representatives of the territory and the project's funders, the schematic studies and the public utility inquiry file before it is passed on to the board of directors of Île-de-France Mobilités.
  • A meeting with the cycling associations in order to present the planned cycling facilities and to collect their comments and recommendations for the continuation of the studies to be undertaken (after the public inquiry).

Prior consultation

Île-de-France Mobilités, the project owner, organised a preliminary consultation on the project from 11 May to 26 June 2015, in collaboration with the project's funders (the Île-de-France Region and the Seine-et-Marne Departmental Council) and the local authorities. In order to collect the greatest number of opinions and adapt to the specificities of the territory, several methods of informing and expressing the public have been implemented.

This privileged time of information and dialogue first made it possible to present the project to people who live, work, and travel in the territory. The presentation of the project was based on the Objectives and Main Characteristics File (DOCP), a document that presents the feasibility and opportunity elements of the project. This consultation also aimed to gather everyone's opinion on the project.

Several route variants were proposed during the consultation (see p.3 of the leaflet), which helped to clarify the choice of Ile-de-France Mobilités so that the project best meets the expectations and needs of the territory.

The studies of the schematic diagram continued on the variants selected following the assessment of the consultation:

  • In Val d'Europe, the service to the hospital via the circular boulevard is the variant that has been chosen.
  • At the Marne-la-Vallée–Chessy station hub, the alternative route via Rue Morris has been selected
  • In Esbly, the alternative route via the Louis Braille college has been chosen
  • 2 passenger meetings at the stations of Marne-la-Vallée – Chessy on 4 June and Val d'Europe on 10 June 2015
  • Leaflet participation tools with T-coupon and website
  • 2 public meetings in Esbly on 26 May 2015, and in Serris on 16 June 2015
