Prior consultation

The consultation is a time of information and exchanges with the public in order to present the opportunity and the main characteristics of the project. Governed by Article L.103-2 of the Urban Planning Code or by Article L.122-1 of the Environmental Code, depending on the context of the project, its objective is to collect the comments and opinions of all the stakeholders in the territory on the main principles and objectives of the project. This stage is concluded by a report approved by the Île-de-France Mobilités Council, which reports on the exchanges and opinions expressed during the consultation phase with the public.

Prior consultation

The preliminary consultation is a time of information and exchanges with the public in order to present the opportunity and the main characteristics of the project. Governed by Article L.300-2 of the Urban Planning Code or by Article R121-2 of the Environmental Code, depending on the context of the project, its objective is to collect the comments and opinions of all the stakeholders in the territory on the main principles and objectives of the project. The consultation must make it possible to: - answer the questions of residents and users, related to the changes brought about by the project - enrich the project by integrating the needs and expectations of the project's stakeholders as well as possible to build a shared solution(s). This stage is concluded by a report approved by the STIF Council, which reports on the exchanges and opinions expressed during the consultation phase with the public. Additional studies will be carried out and a more precise project will be presented to the population during the public inquiry. The results of the consultation and the additional studies shed light on the choices and decisions of the STIF and its partners on the follow-up to be given to the project.

CPER

A State-Region Plan Contract (CPER) is a document by which the State and a region commit to the multi-year programming and financing of major regional development projects such as the creation of transport infrastructure.

DOCP - Objectives and Main Characteristics File

The Objectives and Main Characteristics File (DOCP) is an administrative document presenting the opportunity and feasibility of the project: it presents the main lines and allows the stakes to be measured.

Public inquiry

The last phase of public consultation, the public inquiry aims to present the project and its impacts on the environment as well as the measures that will be taken to limit its effects, while allowing the public to express its opinion on the project again. The inquiry is opened by an order issued by the prefect, who appoints a commissioner-investigator or a public inquiry commission composed of several members. At the end of the inquiry, a report is drawn up by the investigating commissioner, on the basis of which he/she formulates a favourable or unfavourable opinion, the favourable opinion may, where appropriate, be accompanied by reservations and/or recommendations.

A public consultation on a more successful project, the public inquiry aims to present the project and its impacts on the environment as well as the measures that will be taken to limit its effects on the environment, while allowing the public to express its opinion on the project. The inquiry is opened by an order issued by the prefect, who appoints a commissioner-investigator or a public inquiry commission composed of several members. At the end of the inquiry, a report is drawn up by the investigating commissioner, on the basis of which he/she formulates a favourable or unfavourable opinion. In the event of a favourable opinion, the prefect may issue a notice of declaration of public utility for the works, which will allow operations to begin. Otherwise, this declaration can only be acquired in the form of a decree in the Council of State.

Intermodality

Intermodality refers to the possibility of easily switching from one mode of transport to another during the same trip.

Île-de-France Urban Travel Plan (PDUIF)

Approved by the Île-de-France Regional Council by deliberation on 19 June 2014, the Ile-de-France Urban Travel Plan (PDUIF) aims to coordinate the policies of mobility stakeholders for all modes of transport at the regional level. Its main objective is to guide travel demand and to propose appropriate solutions for the entire travel chain. The PDUIF prioritises transport lines in order to make public transport services more readable (depending on whether it is a structuring or local offer).

PRM

These are all people who are faced with the difficulty of getting around in an environment that is too often unsuitable. These difficulties can be caused by age, illness, or an accident, all of which significantly reduce equality of opportunity in everyday life.

Multimodal interchange hub

A multimodal interchange is a place where transport networks are articulated and aims to facilitate the use of different modes of passenger transport. It aims to promote connections and accessibility to the transportation network.

Interchange hub

A transport hub (or multimodal transport hub) is a privileged place of access to a diversified range of transport, allowing easy connections, and offering the services essential to the completion of the journey (ticket sales, multimodal information, etc.).

Schematic diagram

The schematic diagram defines the functional programme of the operation, specifies its objectives and carries out an initial economic, social and environmental assessment.

Accessibility Master Plan

The agreement between Île-de-France Mobilités and the railway players SNCF and RFF has made it possible to deploy a coordinated plan to make stations accessible since 2009. The accessibility projects must ensure access for people with reduced mobility from the station forecourt to the boarding of the train: adapted ticket offices, sound beacons, platform raises to bring them up to the level of the train floor, warning strips along the platforms and at the top of fixed stairs, installation of elevators, automatic doors, and creation of walkways and underground passages.

T Zen 2

Designed by Île-de-France Mobilités, the T Zen is a modern, comfortable and innovative mode of transport. Its characteristics are similar to those of a tramway: reserved traffic lane, priority at traffic lights, accessibility for people with reduced mobility and passenger information on board the vehicle and in the station.

Véligo

Véligo is a service of free access or secure spaces to park your bike available in stations or stations in the Île-de-France region set up by Île-de-France Mobilités. The secure areas are accessible with a Navigo card loaded with a valid ticket.

ZAC

Implemented from 1970 onwards, concerted development zones are the areas within which a public authority or a public establishment with a vocation to do so decides to intervene in order to carry out or have carried out the development and equipment of land, in particular that which this authority or establishment has acquired or will acquire with a view to transferring or conceding it subsequently to public or private users.
