The 2026 preliminary consultation

From 5 October to 11 December 2026: a time of dialogue to guide the decision on the future of the project

The consultation takes place at a time when the project can still evolve. It provides an opportunity to discuss the appropriateness of the project, its objectives and characteristics, socio-economic and environmental issues, land use planning, accessibility, alternatives to the project – including the absence of a project – and the proposed variants. Residents, users, associations, economic actors and elected officials are invited to get informed, to exchange and to express their opinions and make proposals.

The contributions or arguments collected will help to decide on the continuation of the project and, if it is continued, to make it evolve as closely as possible to the needs, to orient the studies and to deepen a variant. In this case, the CNDP will appoint guarantors to continue the information and participation of the public in continuous consultation, before a new public inquiry.

This time of dialogue is held under the aegis of the National Commission for Public Debate (CNDP). Three guarantors appointed by the CNDP — Nathalie Durand, Marie-Liane Schützler and Caroline Werkoff — ensure the completeness of the information and the quality of the participation.

Neutral and independent, they do not express an opinion on the substance of the project. At the end of the consultation, they will publish an independent report, which presents the arguments of the public (questions, observations and proposals). Île-de-France Mobilités will respond within two months with the lessons it learns from the consultation and the follow-up given to the project.

How to participate remotely?

  • An online form will be available from 5 October on this website.
  • A pre-paid T card distributed with the leaflet (paper format) to allow each person to send their notice free of charge by La Poste.
  • The stakeholders' notebook for companies, local authorities and associations: the model will also be available for download from 5 October. It will be submitted on this site via the online form.
  • Self-supported debates for all in the planned framework: this kit will also be available from 5 October.

Targeted meetings by invitation to deepen certain topics of the project

  • 1 information meeting for the owners of properties located in the project study area (invited by mail). This meeting will inform them about the studies in progress, the assumptions of rights-of-way and the next steps in the procedures likely to be implemented.
  • 1 walk on environmental issues in the Bois de Vincennes for a representative panel of its stakeholders (local authorities, associations, direct residents, environmental experts, etc.), by invitation, in compliance with the maximum possible gauge for this format.
