Financing and the actors

The actors of the project

The project owners

The extension of Metro 1 is being carried out under the joint project management of Île-de-France Mobilités and RATP.

Île-de-France Mobilités

Île-de-France Mobilités ensures that the programme, the schedule and the costs are respected. imagines, organises and finances public transport for all Ile-de-France residents. At the heart of the Île-de-France transport network, Île-de-France Mobilités brings together all the players (passengers, elected officials, manufacturers, transporters, infrastructure managers), invests and innovates to improve the service provided to passengers. It decides on and manages development and modernization projects for all types of transport. From the first phases of consultation, to commissioning.

The funders

The funders of the schematic studies and the public inquiry are the Île-de-France Region and the State. Their participation is 70% and 30% respectively.

The State

In the Île-de-France region, the State invests in projects to modernise and develop the existing network. As part of the New Greater Paris project announced by the Prime Minister on 6 March 2013, these projects are coherently linked to the construction of the automatic metro lines on the Grand Paris Express ring road, in particular to meet the transport needs of Ile-de-France residents. Improving the daily transport network, in particular the metro and RER lines, is a major priority for the State. The State is participating financially in the studies for the extension of Metro 1.

A partnership project

The local authorities concerned by the route are closely involved in the design of the project, as well as the Territorial Public Establishments (EPT) and the departmental councils of Val-de-Marne and Seine-Saint-Denis. Discussions were also held with the other partners involved in the project: the Société du Grand Paris (project owner of the Metro 15 East connecting to Val de Fontenay), the local public company Marne au Bois (in charge of the development of the "Val de Fontenay-Alouettes" development project), the RATP (operator of the RER A and bus lines in the area), and the SNCF (operator of the RER E).

The cost of the project

• The cost of the extension's infrastructure, excluding rolling stock, is estimated at this stage of the studies at €1.385 billion excluding VAT (at 2017 economic conditions)

• The cost of the rolling stock is estimated at €104 million excluding VAT (at 2017 economic conditions)

A global financing protocol will have to be put in place, once the project has been declared to be in the public interest, to allow the studies and the work to continue.
