Île-de-France Mobilités
Île-de-France Mobilités is co-managing the project to extend the T13 tram to Achères with SNCF Réseau. Coordinating the project owners on the entire route, it is in charge of the construction of the urban section between the Grande Ceinture branch south of Poissy and the Achères-Ville RER station. Île-de-France Mobilités imagines, organises and finances innovative solutions for all forms of mobility today and tomorrow. It decides on and manages projects for the development and modernisation of the various modes of transport (train, metro, tram, bus and cable), the implementation of which it entrusts to transport companies. It also develops mobility solutions such as Navigo, Vianavigo and Véligo. Île-de-France Mobilités brings together all the players (passengers, elected officials, manufacturers, carriers, infrastructure managers, etc.) and invests to improve the service provided every day to Ile-de-France residents through more efficient, more modern, safer, more comfortable and more connected transport. Bringing together the Île-de-France region and the eight departments of the Île-de-France Mobilités region, Île-de- Mobilités thus carries the global vision of mobility in Île-de-France.
As part of the competitive bidding process for the urban transport networks operated, the project management carried out until the end of 2023 by SNCF Voyageurs has been transferred to Ile-de-France Mobilités. This concerns operations relating to the railway operating systems and the management of urban traffic on the line, as well as systems related to passenger information. It is also the project manager for the adaptation of the train maintenance and storage site located at Versailles Matelots.
SNCF Réseau
SNCF Réseau is the contracting authority for the investment operations on the Grande Ceinture, which is part of the national rail network (between Lisière Pereire in Saint-Germain-en-Laye and Poissy). As such, it is in charge of the engineering structures to be carried out on the urban section, at the interface with the national rail network (retaining wall on rue Adrienne Bolland, crossing of the V group of tracks). SNCF Réseau is the reference company for the management, maintenance and modernisation of the rail network.

The State
In order to improve the daily travel of Ile-de-France residents and to promote sustainable regional development, the State is making a financial contribution to the development of public transport. It is co-financing the construction of the T13 tram through the State-Region 2015-2020 plan contract, which provides for a budget of €284 million for the works of phase 1, from Saint-Cyr-l'École to Saint-Germain-en-Laye (link to the Tram 13-Phase 1 website), and for the studies and initial works of phase 2, from Saint-Germain-en-Laye to Achères. The State also signed the protocol of 1 July 2013 with the Île-de-France Region on the implementation of the mobilisation plan for transport within the framework of the New Greater Paris. This protocol mentions the T13 tram from Saint-Cyr-l'École to Achères among the 42 major projects in Île-de-France to be financed and carried out quickly.
The Île-de-France Region
As the main funder of the development of public transport in the Île-de-France region, the Region is a partner in the T13 tram project. By contributing more than 53% to the financing of stations, railways, urban development and engineering structures, the Region is contributing more than €160 million to the completion of this operation. With a budget of 1.5 billion euros invested each year, it works daily to improve the quality of life of Ile-de-France residents, with the development of suburb-to-suburb transport as a priority.
The Department of Yvelines
The Yvelines Department is co-financing the T13 tram project through the special Region-Department contract. As a road owner and manager, he has been pursuing a proactive policy for many years to help develop public transport. In particular, it contributes to the financing of many public transit projects in dedicated lanes.
